More recent emulators use plugins for the input, audio, and video which are usually interchangeable between other emulators for the same system, as well as other advantages. The plugin we want is the rice video plugin. The rice plugin has an option to replace the game's textures with image files of higher resolution.
Grab 1964 from their website (woah, new version && it's open source!) and grab the rice video plugin from here.
Copy the downloaded texture pack to the folder plugin/hires_texture/ relative to the emulator. Set rice as the active video plugin and then within video options enable "Load hi-res textures if available".

Your system should be fine, so try changing some of the video plugins. i.e. if you're using Mudlord use Rice, vice versa. If that still doesn't work, try using 1964. I've experienced better performance using that on a few games.
