If you are really into design and want yo help improve the look of Linux and open source applications head over to the Akira Project They can really use an enthusiastic designer type to help out.
I know of two programs that you might like, I don't think they are anywhere near gimp or adobe stuff, but one is really nice and easy to use, and the other supports digital pens and drawing.
Xournal++. This one supports pens and drawing. It has so many other features that may work for you. Check out the link and see for yourself.
Akira. This app is still in early development, but I think it is a really nice project. It is a vector graphic editor, graphic design software and vector art app.
If you are just a hobbyist, and don't make any money off of your work, then I don't really see the point of paying these people on a monthly basis. I mean, you are free to do whatever with your money, of course. lol
It's a big project for sure, but Alessandro Castellani is the dev for Akira that I could see being the blueprint/framework for the app. Check out his talk at edw where he demo Akira: https://www.youtube.com/watch?v=1_Lyx550Js8 .

Yeah, an icon pack for in the elementary OS styles isn't going to fix the user experience.

Honestly, I've haven't used GTK a lot myself because I haven't done a lot of GUI stuff but rather backend or console apps. But from other people on this subreddit I've heard that relm appears to be a more Rust-native wrapper for GTK based on gtk-rs compared to the plain gtk-rs bindings.
Additionally the release of GTK4 in a few months could be exiting and will hopefully bring better even better Rust integration and improved cross-platform support with the new Vulkan renderer.
And in case you like UI design tools, Akira seems to be worth a look and will (hopefully) soon be released as an alternative to Glade.
C# is very similar to Vala, which is a language made specifically for GTK+ and the language of choice for the elementaryOS Linux distro.
You might want to look into learning that and helping out with a Vala project.
Akira, for example, is going to be the first FOSS Linux-based Sketch/Figma alternative, and it's being coded in Vala. As a UX designer, I'm very, very excited about that project.
I feel you there, even software for creating abstract diagrams (like visio) is lacking (or I'm ignorant of it). Thankfully draw.io isn't too bad.

By storyboard you mean being able to do user flows though the design, right? You should definitely open an Issue in the Github project over at https://github.com/akiraux/Akira and explain what the current behavior you use is, and how it looks inside Adobe XD. This will help us better discuss, design and track the feature :)
They're actually relatively far along already. Here's their repo: https://github.com/akiraux/Akira . The commits date back to May 2017.
However, given that they're working on this project in their free time, it's taking them a while to reach 1.0 release. Funding to be able to work on this full-time for 3 months would go a long way.
