No big surprise there, VMWare does Infrastructure as a service well, but not Platform as a service. IAAS doesn't significantly reduce admin overhead, but runs legacy apps well. PAAS requires rewrites to most applications so they treat resources like CPU and storage as services, but scales beautifully with little admin overhead.
