Backupify does this, although I don't know whether they offer the service to individuals. They're owned by Datto now. http://www.datto.com/backupify. Ditto Spanning (they do this, not that that they're owned by Datto.)
Because of load distribution.
If you would have the files only in one centre and this center is in the middle of new york. The centre would take unbearable load from all the potential people getting their files from the closest data center.
Google does multiple backups states of files spreaded around many data centers.
Also it is not only you getting your files it could potentionally any person in the world so ping time would be immense for users accessing the files.
Another thing is, you have also file history and file recovery by google.
Futhermore in some countries they need to have backups of your files incase of investigation.
Note, Google Drive is not a backup service.
This happened to me when I decided to move my GDrive folder to my external hard drive, and I lost about 3 months of research. So I'm not saying don't use it, I'm just saying be careful and maybe use a proper backup service as well.
Actually, legally she was still in possession. According to the SaaS terms of Datto, who had the backed up data the FBI snagged, Clinton was continuously and always the lawful possessor of the data:
>1.11 “Eligible User” means any individual affiliated with Customer who Customer authorizes to use the Backupify Services. If a Customer is an individual, the Customer may be the same person as the Eligible User. As between a Customer and an Eligible User, the Customer will be the owner of the Backedup Data and Customer is responsible for the acts and omissions of its Eligible Users.
