I mean that if you believe for most people it might take longer than 5 minutes after you consider potential device issues, download times, installation/register times and then feedback on the app you should always aim for the higher estimate in your HIT declaration. But, with higher estimate comes higher pay as well so it would be to your benefit to test yourself and try to get as close as possible to an average completion time. You can verify this once you get your first batch of testers and adjust from there.
