I found a Dreamcast emulator for PC. It's called Chankast. It looks reliable. If you need help installing and configuring it, let me know and I'll try to help. I also found the Ikaruga ROM file. I'm don't know if there are more than one, but it is for Dreamcast. As for the controllers, I would recommend using USB controllers. If you already have Dreamcast controllers, you could try looking for a Dreamcast to USB adapter.
