dbvis is my favorite sql ide ever.
Idk if tableau and powerbi have free versions, or excel, but hey, google sheets is free. it doesn't connect to data in the same way though last i checked..
Not sure if you got an answer, but I highly recommend this product:
You can run queries and set timers as well as visualize the output, whether in a table or a graph.
Python has a sqlite module that makes working with sqlite very simple, so you can use the python interactive console to talk to the DB if you choose. DB Visualizer is also good (https://www.dbvis.com/) and works with several DB drivers including sqlite files. You can copy the .sqlite files to your development machine and run dbvis on those files (or mount the raspberry file system over sshfs and do it directly).
I would recommend lighttpd as a web server and Flask is super easy to setup a REST api with in my experience and working with Json in python is an absolute breeze.
Hum, I'm not sure what your user base is looking like. If its just you or some trained users, I would recommend PhpMyAdmin, MySQL Workbench , or DB Visualizer(free edition of course)
