I'm not sure why you are seeing what you are seeing, but I wouldn't trust it. Use one of these tools to figure out what is actually taking up disk space:
It's not worth the trouble.
To calculate folder size, you'd have to check the size of every file in every folder. And since the content for most folders is constantly changing, there would be no way to cache this data, so you'd have check the sizes every time.
It would be a drain on your CPU and a pretty bad thrashing of your hard drive.
You don't really need to know the size of every folder all the time. You usually need to find the size of a certain folder. That's why you have to view the properties.
If you'd like to see more information about folder sizes on your computer, you can try something like Disk Space Fan or WinDirStat.

I've been using Disk Space Fan. It's a really neat software with a pretty interface. There's a paid version that has some extra features like deleting the files and finding duplicates but if you're only looking for information then this works really well.
If it's just something to hand off to a user to help them find large folders and files. The free version of Disk Space Fan does a nice job. Also, the older (free) version of SpaceMonger was very helpful in running down over-sized folders. The visual representations make it quick and easy to figure out that they need to get rid of the MP3 folder.
So many people go 'oh my hard drive is full I don't know how can you help me plz i need space for my pictures from idgaf'. I just run his program and them I'm like 'your download folder holds 400gb of porn'.
Windows does have features like "Extend drive" which can combine C and F. It might be easier, though, to manually just manage your free space until you need to buy a larger drive.
To manually fix things, use a tool like Disk Space Fan to figure out what's taking up all the room. If it's just media files, move those over to F:. If you see a big chunk into stuff like pagefile.sys and hiberfile.sys, you can move the page file over to F:/ (by tweaking the Windows settings), turn off Hibernation, and delete the hiberfile. If you have a few space-sucking games, delete it and reinstall to your F drive.
If you'd like to visualize your data storage, take a look at WinDirStat. It uses a "squarified treemap" for visualization, color coded to the file type. There's also Disk Space Fan, which displays as a sort of ring chart. Both have free versions.

That said, I had no idea it was a Google image link because I have an extension that jumps directly into the image, so part of my post was actual confusion.
