The biggest job was getting your pdf into a tabular format. I converted them into a three column hierarchical relationship and then plugged the data into https://my.infocaptor.com/free_data_visualization.php
and selected the "sunburst" visualization.

Tools: infocaptor + d3 + annotations

Great start.
My thoughts. I think stack bar should not have so many slices just like you should avoid a pie chart with many slices.
So I tried to flipped the dimensions and plotted the stack bar like this (the first chart in the link below) https://my.infocaptor.com/dash/mt.php?pa=expensive_diagnosis_561fbbc29a941
also see the second sankey, it gives a high level view and better than pie chart
hey dimdat, used your cleaned up data to produce additional stats

The data was gathered from fbi.gov and reformatted within Excel. Used the infocaptor tool to build the visualizations
Here is the trend line for population growth curve https://my.infocaptor.com/dash/i.php?viz=mjuwmdnl
and compare the overal crime totals by type https://my.infocaptor.com/dash/i.php?viz=nwezwezz
I made a bar chart with your data ..
First pie chart https://my.infocaptor.com/dash/i.php?viz=owflzdcm
And here is the bar line dual chart for the second pie https://my.infocaptor.com/dash/i.php?viz=nzenwumt
Note that I excluded Rent from the second as it was skewing off all other categories
Hey data_junkie, thanks for the dataset, I just used this data to build this dashboard https://my.infocaptor.com/dash/mt.php?pa=inflation_50da569f84101
and here is the tutorial
http://www.infocaptor.com/dashboard/consumer-price-index-charts-and-dashboard
I don't think you need a stack chart or an overlapping line chart either
See the group chart example here group column chart kpi
It communicates both the categories and you can also see the year comparison very clearly
Here is the sample data

Looks like Ben Carson caught up with Trump in past three days
That is a huge data set w.r.t number of variables
Using only the first few variables here are some viz options https://my.infocaptor.com/dash/i.php?viz=zdezngzk

Have you tried any tools yet? Modern tools simply let you drag and drop and you can play with different visuals
For e.g If you visit this online tool https://my.infocaptor.com/free_data_visualization.php you can click on the "Data" tab on the top left, copy/paste your excel data and then hit "Analyze". Then in the visualizer tab, play with the columns, drag them into rows and columns buckets and there are various visualization options.

I used infocaptor to produce them and it uses d3 for its charting. I copied your data and played with few visualization interations using this URL https://my.infocaptor.com/free_data_visualization.php Click on data tab and provide your data
data : SEC.gov
Compiled data : https://docs.google.com/spreadsheets/d/1uQ6jqTiN3GiMqZLHR64XxFxQmgn7eS90mxz5TFEX0C4/edit#gid=0

Very interesting data.. I just made this quickly with few variables. Although a complete survey with all these variables would make it awesome study sample
Check d3js library for raw visualizations.
also check InfoCaptor apart from other BI tools listed here.
There is this online chart builder too https://my.infocaptor.com/free_data_visualization.php
I think you need to zoom in, it is pretty huge so the browser may automatically zoom out. Click on the image once it opens and it should give more details.
Also based on the source there is a live interactive version here https://my.infocaptor.com/dash/mt.php?pa=tendulkar_5425757cbb623
