Actually, you can install apps via Safari, no jailbreak required, like this and this.

Yeah there was one I used. You just download it from a website. Unfortunately I don't remember the site I used. But I can confirm that it does not require jailbreak, so you can probably find one.
edit: I think it was this site, but I'm not certain.
You can install RetoArch from this website https://emu4ios.net/ (scroll until you see RetoArch then install) this app does not require jailbreak and it works even on iOS 9.1b1. When you download it and try to open it you will get a message about trusting a developer, to fix that you go t settings, general, profiles, and trust the developer. BTW this has many more emulators built into the app.
