Al these people telling you to remove ~/Library/Keychains are correct but just a head up. As above, archive it just in case, a warning though it will nuke all your saved passwords, locally at least. It is the only way to fix it, just want you to understand what will happen when you do this.

Bookmarks aren’t (and never have been) stored in the keychain. What’s in the keychain is usually saved network and website passwords, certificates occasionally. You can have Secure Notes that are password protected which are separate from the ones you can have in the Notes app. You can only import the keychain, in my experience, to the same or newer version of OS X/macOS.
