Consider becoming proficient in a landing page creator like Instapage or Leadpages.
I have a full-time gig, but if I got laid off today I think I could make money next week just by developing beautiful, conversion-focused landing page for people struggling with these tools. Mastering their drag-and-drop type of functionality is much easier than learning a programming language, but still too demanding for the average business owner to invest the time in it.
Learning to customized wordpress themes certainly has a higher ceiling, but if you just want to take on a couple project to pay the mortgage, I think this is a step in the right direction.

If you're looking for tools to create good landing pages, we'd suggest Unbounce or Leadpages. Depending on what platform you're using & what you're advertising, Leadpages could be more helpful. They have a WP integration (Rapidology) which is very easy to use and integrates with your email provider (in our case, Infusionsoft).
Our best converting traffic is from our Facebook Ad, we are in the health care space and when we target on Facebook we really drill down to targeting Men in a certain age with a certain income.

Our second best converting traffic is from our referral program. We setup a referral program with the OSI Affiliate Software app:
https://apps.shopify.com/omnistar-affiliate-software and we sign up all of our customers for our referral program and then we communicate with them once a month and tell them where they are at with it.
Our Third best channel is Google. In terms of Google, we are using Pay per click and we are targeting the keywords at the top of the funnel. Therefore, after we are able to get their email, we use http://www.activecampaign.com and we educate our users and then we give them a hard sale. We have come up with a 10 day marketing autoresponder.

Step 1. Product Requirements Jot down the product requirements. What you want the product to do?Classify them using the MoSCoW method (http://en.wikipedia.org/wiki/MoSCoW_method)
Step 2: Product Design In this step design the screens you want. You can use software like https://balsamiq.com/ to do it or you can draw using paper and pencil. Think through the navigation, what each button does ..etc
Step 3: Product Validation Talk to potential customers showing mock-up ..etc and make sure there is a market and people are ready to buy the product Create a landing page to test your idea. http://www.leadpages.net/products/
Step 4: Product Build Get proposals from multiple development shops (onshore, offshore ..etc) and partner with one of them to get the app built. You may want the product to be built in multiple releases (must have requirements first and then other requirements later...etc)
In short talk to a lot of people and learn along the way.
