An honest and well-meaning appeal:
If anyone comes to this thread because they're annoyed with plastic bag charges or plastic bag bans, please hear me out. The prospect bugged me a little at first, but then I bought a few of these.
They fit an unbelievable amount of groceries, are pretty cheap, can be painted/dyed if you want to customize them, can be folded up and stuffed anywhere in your car (that way you always have them handy when you go shopping), and are practically built for war. Not only is it cutting down on plastic waste, but it ensure's you'll NEVER have a bag tear on you while you're carrying it around. Also for us "I'm making ONE trip from the car to bring in groceries" types they're heavenly. I think I've carried four of these, loaded with around 80-100lbs of food total, and had no problem (other than my heart rate).
I know the change seems like a pain, but trust me, canvas/reusable bags are a life changer.

First, have you tried getting boots for him? Some dogs hate them, some don't mind them; if he's the latter, it could really help extend the walks. If he's the former, some paw wax may help some.
Second, have you tried mental stimulation games with him? My dog gets worn out pretty well with some of those games. Heck, even some hide-and-seek works wonders when he's antsy (though this really needs two people).
Also, does he like sniffing things? If so, you might want to try some nosework with him.
You can thank the gigantic ridge which has more or less been sitting over the west since new years. It is literally like a whip cracking every few days. When the whip is extended and flaccid, you get the west/southwest flow with warm, breezy and fair conditions. Once the whip begins to coil, we get that brief period (sometimes only like 12 hours) of mild and calm, then the whip uncoils bringing in the next sting. If there was one benefit to the polar vortex, it was usually extreme and followed by atleast 3 solid days of mild(er) weather before the next system because its intensity just beckoned a rebounded pattern.

Haven't had any issues with them in the ~year I've had them.

Interesting to note the Engineering letter from the facility. It seems that the recycling facility is already using three state-of-the-art control systems, and that most of the excesses could not have come from the facility based on the wind direction. It looks like there are a lot of smaller sources in the area, and that MPCA is not accounting for these sources. Obviously this letter is likely biased as well, but it gives some more good technical information. It would be interesting to see the site and see how much of the facility is open to the atmosphere versus in an enclosed (and thus controlled) structure, but it looks like they use three separate control systems for any emissions from the building(s).

Heat rises. Thermostats should be on the first floor, but I doubt your neighbor would agree to move it.
Insulate:
In the immediate future, you can insulate whatever you can. Feel for cold spots around windows to make sure air isn't leaking and fix any leaks. Then put plastic over the windows. Put in door insulation strips at the bottom of your exterior doors and consider door blankets. You can even get an infrared camera attachment for your phone and see where heat is leaking.
Heat:
Blead your radiators. Put fans blowing over your radiators to make them more effective. Get electric space heaters if that's still not enough.
Future:
Consult with some HVAC people and get your problems fixed. They might be able to split the existing system into two systems with their own thermostat. If it's possible and not against code, I'd consider insulating your ceilings so you're not giving your neighbors heat. People get mini-split systems as an alternative to central, but most don't realize they can also heat your place in the winter. Make sure to check the minimum heat that they work in though.

Haven't bought a lock that nice since, further research concluded that it just wasn't worth it unless it was actually difficult to cut. From what I understand, the only difference the NYlocks make is that they take slightly longer to cut, which can matter in a few cases, but not enough. My property isn't the problem, the last few thefts happened during errands, not overnight from home. The last few also happened within 30 minutes of leaving the bike, in each case I was stopping to get to-go food or pick up a prescription.
A few general tips to bear in mind:
1- WIRED networking will always be faster and more reliable than wireless. It's rare to find a router that doesn't have Gigabit Ethernet ports, but make sure to check it has it. Plug your computers and any streaming devices (that have wired network ports) in with Cat5 or Cat6 Ethernet cables.
2- When connecting wirelessly, the further away from the router you go, the slower it will be. 2.4Ghz networks reach further but are slower. 5Ghz networks are MUCH faster, but penetrate walls poorly compared to 2.4. Wireless signals propagate like an upside down umbrella. Never place a router on the top floor of a house. If you have a basement, main level, and upstairs and devices on all three floors, your best bet is to put the router near the ceiling in the basement OR close to the floor on the main level.
3- If this is a big house you may have no choice but to get repeaters / boosters /mesh-wifi to get signal everywhere. Ubiquiti is a great brand that does mesh better and easier than most, but can get quite pricey.
4- NEVER buy refurbished routers. The minor cost savings aren't worth the risk.
Personal preference-wise I'm an Asus man and I'd avoid Linksys, Netgear, and TP-Link. Asus supports their products with firmware updates a lot longer than most manufacturers IMHO.
For me, if you're moving into an apartment or smaller house I'd get this. Tons of features, pretty future proof, and not absurdly expensive.

The recommendation to check out the city pages is gold. You might want to check out the 7 Corners area. There are quite a lot of bars with live music. Maybe not always the best, you can review who is playing in the city pages, but this may give you a lot of options, at cheap prices, all with in walking distance. All pretty much dive bars. Unless you filled out the requisition months ago, you're too late in the season to get a nut bin, so you'll have to wait until next year. The city usually doesn't run out until early November, but I'd recommend getting the paperwork done as early as late September, especially if you're a nut-heavy family.
In the meantime, make sure you're collecting shells/husks in some non-reactive container with a lid and some form of dust collection. Peanut shells are fine to go in the normal garbage if you put them through a mill, but DO NOT try to sneak anything else in there. We've already had several trucks wrecked by WHOLE pecan and almond husks that some fool tossed away. If your family is big into walnuts or other low-pH nuts, you can get titration solution from most local hardware stores, or just make your own with a base from Amazon.
As far as roasting goes, buy pre-roasted, or don't buy at all. It goes without saying that our air quality has been terrible this year due to the wildfires, and there's no sense in giving your neighbors COPD because you like your chestnuts just a certain way.

Like /u/jasonbio said, reserve in advance. Last time we were there without a reaservation, we ended up waiting over an hour for the table.
The better way was integrated neighborhoods, but redlining prevented that from happening.
Busing was an effective solution as far as making kids more tolerant and improving resources and test scores for all children. Just one problem, affluent white parents didn't like it. So the politics and media narratives started driving anti busing policies and we're back here.
