I've been using this app the past couple years and recommend it. It has the maps and rules and you can set it to email/sms you as soon as the snow emergency is announced.
There's an app that will tell you when a snow emergency is declared. You can also sign up for text alerts.
This right here is an app that will help you figure out where you can and cannot park, including links to maps that will show you ALL of the streets in the Minneapolis area and color code whether you can (green) or cannot (red) park on them that day.

Street parking in Uptown is bullshit nomatter what time of year it is. Although if you are particularly worried about snow emergencies, there is a text notification system you can sign up for. Also there is an app and map of snow emergency routes so you know where to park.
As for street cleaning, they usually put up signs a couple days before, so keep an eye out. I think that if you sign up for txt notifications, you can get heads up on that stuff too. I would have taken the parking space that came with the buidling you live in. Makes this ALOT easier.
