The two sites I really like to use you didn't even try one person from either. I don't really want to plug the sites but legiit.com and BHW both have mechanisms to prevent fraud. legiit.com does escrow which I always love when buying a service online and BHW does shitlisting/banning and actively mediates complaints. There are hundreds of writers on both platforms.
It also depends what you mean by hire someone and what you need them to do, but by all means hire a freelancer
I can't think of a good reason why you would even need to mention to a client that you may have that you Outsource any part of the work, keep in mind a freelancer is an independent contractor not an employee.

Legiit.com is much more newbie-friendly and you don't have to worry about writing a job proposal or interviewing people or anything like that
with legit you could look and see who provides what service whether or not you like what they have to say reach out to them beforehand if you want or just simply order that service and you're done couldn't be easier
