About Gitbucket:
From the admin panel, you can find

> SMTP (Enable notification as well as SMTP configuration if you want to send notification email too)
You need to configure the SMTP section.
How come you want to switch and what are your other demands other than the "one to many" notification?
Also do you have different groups for different stuff or will EVERYBODY in your system get a notification when a fiber goes poff?
Personally I prefer webbased ticketing systems so you dont need 3rd party junk on the workstation - only a somewhat modern webbrowser.
One I have had great success with is http://mantisbt.org/ (demo available at https://mantisbt.org/bugs/my_view_page.php ) but your milage may vary.
A more network bound variant is LibreNMS where it can create tickets automagically for you in other systems (so that LibreNMS will be mainly for monitoring and alerting while having "endusers" go into Mantis or whatever of your choice - this way endusers can also create issues on their own): https://docs.librenms.org/Alerting/Transports/
