No they are now limiting how much "free BW" they have for free users & stop you for like 6 hours from downloading again, but you can get around it with

I can run out using a browser then download all day with Mipony it's a download manager & it has a browser in it.It logs into your mega file 3 times while downloading it & it maxes me out
The files itself is 100% safe but advertisements can occasionally try to install malware on your system (you only need to worry if you have no Adblocker and are using an older, un-updated OS or browser). Disabling Macromedia Flash makes you safer as well. Disabling javascript also protects you but a lot of sites won't work if you do :(
You you bypass File Locker pages using special downloader applications like JDownloader (required Java) or Mipony. Mipony is a simpler program, try it first: http://www.mipony.net/en/

So this will probably be buried, but I searched the entire thread for these and think they are not only amazing, but unknown.
OnTopReplica Lets you clone another window, visible or not, and have it as an overlay. It lets you pick the size and even select regions. I don't know any other alternatives and use it quite often.
MiPony is another that I use regularly. It is a nice non-crapware version of jDownloader and works great for all sorts of file hosting sites. It also lets you control the speed and such.
You might want to try switching to MiPONY. It worked last night when I was downloading an bunch of rapidshare links. I noticed it was making me wait 5 minutes between downloads but other than that there were no problems at all.
