If anything there are other very real issues present more in the less utilised section of heroes than in the popular ones like Roger which have relatively healthy pickrates and winrates. You also claim that Vale is broken when realistically, competitive play doesn't see or feel his presence at all, having just one pick in playoffs on world stage.
Just because you are inexperienced and cannot handle a hero does not mean it is a balance problem, mobas are all about the learning curve and experience and you having no will to learn or worthwhile gained experience doesn't call for Moonton to change their game. Rather, it calls for YOU as a player to change their viewpoint and try to figure out the real issues in the game right now, like the overt presence of heroes like Yve and Pharsa overshadowing other picks in their role.

Perhaps Moonton balances heroes according to MM statistics rather than Expert Wingman's opinion. Harley has one of the lowest winrate out all heroes in all tiers.
This site contains the damage per level, no cooldowns listed, though.
And I'm not sure if it's updated, there are lots of <Num> codes in them.
