I find its sister software Multiping to be more useful on my network. You can enter in a list of unrelated ping targets and it will maintain a graph for each one simultaneously.

This tool will make it more simple. You can make it ping google.com and dota servers. Red lines = packet loss. If it is packet loss, then use this tool http://winmtr.net/how-to/ and post it to a troubleshooting forum somewhere. Winmtr shows the path your internet takes, and shows where packet loss is happening. Still, usually it is just your router/modem.
