Azure File Shares, use Azure File Share Sync to stage the files, Sync AD to Azure AD and Setup AD in Azure or user Azure AD Domain Services. https://www.myworkdrive.com/online-file-storage/azure-file-shares/
If you want to move your file shares to azure and keep them in native NTFS format (this prevents vendor lock-in since you can move them to other providers later), you can use Azure AD Domain Services and virtual Machines with attached storage or Azure file shares that are joined to AAD DS. I built up a lab and did a side by comparison of Azure File Shares and Azure Netapp File Shares. Both have issues... That's one plus with Azure File Share sync that you can sync only recently used files on-premise as part of your sync group.
