First of all, thanks for the *: Muuuaaack, I was talking about Netcut, not about Netcat, and nope, lowering THEIR bandwith will just leave more to you.
And in my mind I've been cooking this idea since I read your post that you can setup a macro or script to control the bandwith switch from the Netcut software for their hosts(Devices), so you can go from mid bandwith to lower and make it seems pretty natural and laggy.

Try NetCut if you're looking for an app that limits the internet speed of others in the same Wifi network. They have both Windows and Android version.

Is a program I use to cut off my family's internet illegal? We have super bad internet where we live so If I want to play games online I usually have to disconnect their devices. I only do it while they are asleep because I don't like to be a dick and cut them off while they are actively using the internet.

Yes, root the blue stacks. I know there's a simple way to root blue stacks using a tool. Not sure what the tool is called but you can Google search "Root for blue stacks" and you'll find it.
After rooting blue stacks, you'll be able to use it.
Alternatively, there are windows based tools that can do the same thing.
