What do you want out of multitouch? For gestures install touchegg. For a decent multitouch screen keyboard I used onboard. Unfortunately neither are in the repos, but they're quite easy to install.
I used to use the python-libavg games to test my touchscreen on ubuntu, but it looks like they don't work with python-libavg > 1.7.
onboard is a good one.

I don't own a USB-C OTG cable, so I can't test this myself, but have you tried using mounting USB storage? If so and it works, do you know if it's possible to boot via USB storage?
I switched to Xfce4 in pmOS last week. One issue I've noticed is that the default panel sometimes vanishes.
I haven't spent much time with it since I've been off and on with making a custom layout for Onboard. The documentation is virtually nonexistent, so I had to learn how things work via trial and error and finding bits of info at its launchpad, which has killed much of my motivation.
I'm tempted to write a GUI program to simplify the whole process. I'm surprised one doesn't already exist.
I've found Onboard to be very handy, especially when my work is subject to felis interruptus and I only have one arm free.
Not sure about its ability to switch languages on the fly, but I would imagine it would follow whatever your distro/DE has set for a keyboard layout.
Can we get a better accessibility on-screen keyboard in Windows? A lot of disabled people use it to type because it's the only one that works everywhere, but it could be so much better. Mostly the text prediction should be improved.
Compared to Onboard the Ubuntu on-screen keyboard, the Windows keyboard is really bad.
