I used pancake app and it was awesome! It’s not open source, but at only $49, it was pretty cheap. You selfhost it and it integrates with stripe plus a number of others.

I've been using pancakeapp.com. It does seem to check all your boxes, including the file delivery. I'm not sure about wire transfer though, you'd have to check their payment processors. I use paypal and stripe.
What I like it for is adding expenses to projects. I buy things, create the expense to the project, upload receipts. I also bill time to tasks on a project. Then later, I can just auto-generate an invoice and all the time and expenses get added. There's also a discussion area where I keep lots of notes about the project. I can choose on each note to share with the client or not. I use this to track when I talk them on the phone or I'll paste in an email.
I can send the invoice, and they get the invoice and a link to their client area (no usernames or passwords). From there, they can view all their invoices and payment history. If you shared any notes with them, they can see those as well.
Check pancake if that something fits with your need. It is a self hosted invoicing system but also have contacts and proposal system inbuilt. Have option to get approved from clients and signature.

Highly recommend Pancake App! It's self-hosted, customizable, and a one-time fee rather than constant monthly costs. It's perfect for your use, plus client-facing invoices, reports, etc.!

I've loved Harvest so far. I really only use it for time tracking and invoicing for side work, since I already have a full-time job.

I've been looking at https://www.pancakeapp.com/ on and off over the years, but now that I'm being forced to migrate to the new version of FreshBooks I might actually jump ship - the new version looks terrible and seems to have some glaring deficiencies (not to mention they want to charge me more for the same features with an inferior UI).
Not technically with WordPress. I have a WordPress website for my consulting business, but on a subdomain I installed Pancake, a PHP based project management and billing app that my clients can access. I use it to track time spent on projects, track tasks/milestones, and invoice clients. They can pay online as well. It was really affordable, but it is a little clunky sometimes. It's the best self-hosted solution I've found so far.
Not free (it's a one time $179) and you'd have to make your own docker container, but check out pancakeapp. It supports manual payments and stripe. Recurring invoices for web hosting is basically just a flag for an invoice. Each customer gets a payment portal for their invoices and history.
Did you try their contact page? That has a form and an email address.
I just checked my installed. I was on 4.13.18 and when I clicked update, it took me to 4.13.19. I see on their blog they did release 3.6.21, but my version says "Pancake is up to date (4.13.19)". I wonder if I can't update unless I update PHP.
My login also still works at pancakeapp.com. Now.. I just bought pancake last year (jan 2018). I did a support request in late august and did get a response then.
While it is possible they vanished between August and now, I suspect it's really just an issue with your account, especially if your initial purchase pre-dates the current login screen. Hopefully they do get back to you via emails. I would also try to see if you have ever used an alternate email account (basically try and all and do the password reset link). Your license number should be in the settings -> general page.

I use pancakeapp and it works pretty well with responsive devs. Cheap one-time fee and free updates for life. I believe the company was started by a bunch of reddittors if I remember correctly. If it's hosted, I use waveapps... and if not then pancake app is a one time cost which quite honestly, has a ton of features and is updated constantly (I think there was only 1 lull of a few months)
The... interface is pretty outdated IMHO, but after a bit of CSS it's not as janky to look at. I've found it easy to get into systems that end up having monthly costs to them, but they add up fast. A little here and a little there and it's $200/mo (2400/year).
Not free, but a one time fee and completely self hosted. I've use it before and it's a beautiful interface for both admin and clients. Not what this sub normally goes for but I can honestly say this purchase was worth it for me.

Depending on your technical savvy and what kind of business you are running, Pancake App might work for you. I use it for a small consulting business and have found it works really well (as well as Freshbooks) without continuous monthly fees. You just download and install it on your website. It's a PHP / MySQL app.
One feature I really like is the ability to make estimates and proposals and then convert them into a project if the client approves. It's also got time tracking and invoicing built in. If it's just you or a handful of people I think it might work well for you.
It isn't douchey if its laid out; I have two sections in my contract, one for communication methods / standards, and one about minimum billable increments and mentioning that it includes e-mails (initiated by the client). Its good to lay this stuff out, because it protects both of you. This is how you set a standard, or a SLA for what to expect. A client needs to know when they should expect a response to an e-mail.

This looks awesome. I'm currently on https://www.pancakeapp.com/, but the Cockpit dash looks much more usable. Unfortunately it's missing one of my favorite Pancake features: Timesheets. Pancake auto populates when you stop and start timers, then generates invoices based on the timesheet with one click. Total timesaver.
I'm a fan of Pancake, but their price went way up with the most recent version. It does offer the dual benefits of a hosted service without monthly fees though (self-hosted). It also generates invoices, as well as some other things for which I don't use it.
You might also try The Pancake App. Basically a self hosted freelance project management and invoicing system. But it has some elegant features. You can create repetitive tasks for new projects, invoice clients, provide client area access for payments. Control access to files based on the paid invoices, and a slew of other things. It doesn't automatically create your hosting accounts but I absolutely love the fact that I don't have to pay monthly fee (SaaS). I love owning (the license) and having it on MY server.
