I've noticed for me the best times for ETH txs are Saturday night/Sunday morning (I'm UTC+2). I try to avoid it as much as possible, but still transfer erc-20 tokens sometimes and use uniswap, and noticed these times have the lowest fees for me.

What is the deal with paxful? Offers to buy $10,000 worth of bitcoin at $400 each. Though they also claim the sellers have no risk, so these offers wouldn't be scams. Surely they are not legitimate though, people just make ridiculous offers then abandon their accounts? Seems cluttered and unsettling. It also seems like there could be some opportunities for good markup though, wonder how well you could arbitrage; sell bitcoin for $290 on paxful then buy back in at $265 on bitfinex.
