Outreach is good for larger Sales teams but it's a bit pricey.
Other good options are Yesware (the 'lightest weight' and most user friendly but it lives within Gmail, so you'd need to be on GSuite), Reply.io and Prospect.io.
A few available on the AppExchange are Cirrus Insights & Ebsta, which have nice native integrations to Salesforce (I believe the 3 listed above do as well).
All of these are sales automation platforms and allow your Reps to create e-mails, build simple sequences (send email 1 on Day 1, send email 2 on day 5 etc.) and track basic metrics like open, click through, and reply rates.

I use https://prospect.io/ to pull in leads from Navigator into Salesforce. They come in as leads, not sure if you could configure them straight into contacts, but you could just do a mass conversion of leads to contacts using Mass Lead Converter on the Appexchange.
Not sure why you would want to though.

Emailing a business with a relevant offering and following the individual laws such as opt out and physical location, stating who the sender is clearly and the purpose of the email etc will be necessary regardless of data source. Within GDPR you have to email businesses and not consumers. That’s the biggest difference from the USs CAN-SPAM laws.
Certain countries such as Germany are a no fly zone altogether. Definitely do your homework when reaching out!
I recently started using this, and it's a game changer. I tried outreach.io, prospect.io, klenty, and woodpecker.
Stuck with prospect.io because it doesn't show up in spam, and is fairly cheap.
