When you initially captured the opt-ins, is the service/content they opted in for still the same or are you reusing addresses for different projects/services/etc. not related to the initial opt-in agreement?
Also, have you taken the time, throughout the years, to prune the list? Removing hard/soft bounces, unsubscribes, and low/no engagement accounts?

From my experience with mass emailing on my customer lists that are larger than this, it depends on your previous use of mailing from the domain and the IP. If you have used the same mailing IP and domain for some time and done consistent mailing, you should be fine sending it all at once.

It appears they coded this themselves. They've styled td's as inputs and then have embedded javascript to handle the form submit.
This is a very risky and not recommended way to collect data, you should never try to embed javascript in an email due to so many email clients blocking scripts for security reasons.

Yes. It's all about providing some value. And when you get someone to opt-in you just have to maintain it. Relevance is the key. If we're talking about achieving this with email marketing - it's segmentation and personalization, and analytics of course, to unsure you're doing it right. I use SendPulse to build my list and automate my segmented email campaigns. I have my list divided in several ways based on several criteria and have a separate campaign for each segment. This way I ensure the maximum relevance of my messaging and keep my content pipeline organized.
Sending emails from servers that send bulk promotional emails for other accounts makes your emails prone to get into spam. Amazon SES sends out hundreds and thousands of emails every second - which isn't great for your deliverability.
I'd suggest if you want to ensure better delivery - stick to sending using Gmail or Office365. If you want to send multiple emails at once, you can use tools like SalesHandy.

You'll just need to open the index.html file with a text editor. You should already have notepad on your computer, but you can also download something like Sublime or atom.io and open it with these programs. From there you can copy/paste the code to your ESP.
You will probably need to add certain things to the html code for it to be able to work though, like an address and unsubscribe link.
Usually recommended to warm up if new IP and domain. I like the sendgrid warm up schedule if you are already using your list. or InboxAlly if using seeds to warm up.

Out of the different services that have already been suggested, Mailchimp and MailerLite would be the better options as they're easier to use and offer a generous free plan.
A limitation with ConvertKit is that the editor is designed for rich text emails, rather than more design-heavy emails. So if you want to create prettier emails, this might be harder to do in ConvertKit.
Klaviyo and Drip are very much ecommerce focussed, with either no or limited free plans. As an author, you're unlikely to use many of the features they offer and they start to get expensive as your list grows.
Constant Contact and Active Campaign can also get expensive quickly, and unless you need sophisticated automation, you'll be paying for features you don't use.

Flodesk has very easy to use templates that look beautiful but as far as their segmenting and flows, I'm not sure what their capabilities are. Emailing a business with a relevant offering and following the individual laws such as opt out and physical location, stating who the sender is clearly and the purpose of the email etc will be necessary regardless of data source. Within GDPR you have to email businesses and not consumers. That’s the biggest difference from the USs CAN-SPAM laws.
Certain countries such as Germany are a no fly zone altogether. Definitely do your homework when reaching out!

at an old job, we used CiviCRM. we also had a developer link it up with our wordpress site but it seemed fairly useful. that was before i did any significant email work so i didn't pay too much attention to that side, but it worked pretty well for our small non-profit with a ~10k person list.

Mailchimp has gotten really weird when they changed to audiences instead of lists. It’s actually one of the main reasons I don’t recommend them for any moderately complex email marketing.
I don’t think you need to change email providers, rather you need to change the way you think about your “audience” as they say. Each interest is a “group” and here is an article from them on how to segment them out in campaigns

MailChimp has a nice explanation of their ToS about affiliate marketing here. Basically speaking, as long as you legitimately use affiliate links to add to your content (maybe recommend a product within a blog post or something like that), you should be fine.
You can send simple polls or surveys with that integrated functionality in Mailchimp.
Another way I've integrated a live survey in an email is using Typeform's start a survey in email, which has the first question (which must be an opinion scale question) in the email. The link click on the survey passes the survey response via a query parameter and the user enters the survey on a different web page.
If you look at the source code of your congressman's email, it will likely offer clues as to how they set up their survey.

It tracks the source automatically, and segmenting it by source is pretty intuitive. You would just select 'create new segment' then you just select from the drop-downs which would look something like this: ['Signup source'] ['was' or 'was not'] [list of all available sources]
I only have 1 landing page that is directly linked to mailchimp so it just says 'hosted landing page' - I'm not sure if it will differentiate between the different landing pages if you have multiple. If it does not, that would be a good place to use tags.

We had few enough subscribers at the time, that we were able to manually go through and update them to the appropriate "group." However, if you export your audience, add in the custom field selection for those who are missing it, and then import them back with the "Update existing contacts" option selected, I think this might allow you to update them in bulk?
If you want to start the email sequence only for users who signed up using this popup, you can put a hidden checkbox into the signup form that will add the user to a a group like this:

For the past couple of years I've mainly worked with Salesforce and Selligent, so I had to look into things some more. The key thing here is that you are trying to send transactional emails. So yes, Mailchimp's main functionality, aimed at campaigns, is not what you need. That's why I mentioned you may need a transactional email service. For most email marketing platforms, transactional mails is something they do, but it's not their main focus. Mailchimp offers transactional emails for instance, but for your use case you'd probably need to add Mandrill to your account (which requires a certain account type):

You can also integrate Mandrill with Integromat, and for Mandrill there's an action called 'send message'. I've never used Integromat, but I signed up and saw you can specify a recipient when you use the 'send message' action, so I'm assuming that can be done dynamically as well (as in, based on who's signing up).
Same for SendGrid, which started purely as a transactional email service. If you integrate that, you also get a 'send an email' action, which I assume will work roughly the same way as Mandrill.
Of course this all relies on having an integration with whatever you use as a source. If that's a spreadsheet then in all honesty I don't know why you'd want to automate only part of the whole process as I don't see that much more work in copy pasting an email and pasting the mail address from the spreadsheet. Ideally you'd have some kind of membership system which integrates with Integromat so that you automate everything and don't have to screw around with spreadsheets. It's 2019 after all :D Good luck!

Former Chimper here. Omnivore will very likely flag the purchased list as those emails should register as being publicly available. Not only that, if you can get the emails imported to an MC list then try to send a campaign to them, Omnivore scans every recipients list again before allowing campaigns to sent out to them. So even if the import gets past Omnivore, sending an email out to them will likely still get flagged.
For reaching out to their Compliance team, there's a couple different ways to do it: Compliance only communicates via email (due to hyper strict security on the company's side) so don't bother trying to get them in a live chat (MailChimp doesn't have phones for any team). You can email [email protected] asking them or reach out to @mailchimp on Twitter to get in touch with their Social team, who usually have much faster response times and will send request over to Compliance on your behalf. Requests are truly answered in the order they're received and they try to get requests turned around in 24hrs but if the queues are swamped, it can take longer.
It's also against MailChimp's Terms of use to use a purchased list, so they do reserve the right to automatically shut down your account without an explanation if you do decide to try and use the bought list anyway.

However, you can always create a MC signup form (or landing page) and send that out to your list outside of MailChimp (via Gmail, Outlook, literally anything else) and if those people opt in to your MC list through the form/landing page, you can send to them any way through MC from then on.
MailChimp is an optimal solution for a lot of mid-market consumers, but if you're looking for a phone support, obviously MailChimp won't work.

And yes not every isp will use this blacklist. And “master lists” would be spamhaus or something, it’s widely used but yes spammers still go around it obviously. Also each isp probably has their own lists and metrics.
Have you checked your domain or server to see if it has been blacklisted? You can do that here.
If you have an email account of your own to send it to that it actually ends up in the spam folder, check the headers of the email. In gmail it is the drop down menu to the right of the reply button, then "Show original". In the headers you can google around to look what things mean, but to do a quick search for the word "fail" to locate what likely caused it.
On your server side, make sure you are sending email from a machine with a valid spf record, and it would also be wise to use DKIM signing.
Each one has a server signature based on the domain name etc.
They are not difficult to spot in the email source code.

I've been trying to find good affiliate offers for my niche (dating) but have been unsuccessful so far with the exception of one dating website offer.
Because my niche is very focused, there aren't a lot of affiliate offers for it.
I tried to apply to a few general dating websites such as match.com but was auto-rejected from commission junction due to geographical location I suspect. I emailed the affiliate manager twice but never heard back from them.

You can also have a look at Automate.io to get 300 free emails automated from e.g. a Google Sheet with your leads. I do that often with more emails.

If so, then there are times where this could help boost your reputation initially, because you're essentially piggybacking off of their good reputation.
This depends on which ISPs you're sending to however. Gmail for example this will only help for a few days before your own "domain reputation" has enough "weight" that the minor boost of using their DKIM is irrelevant.

If you are looking for something that can be hooked with Gmail (try vocus.io). Yes, we had a chat with sendgrid support, they said we didn't perform the ip warm-up the right way. We overdid it. We have bought a new IP and is also using a new domain.

SendGrid is only $9.95/mo for 40k emails, but I don't think they have a drag and drop editor like MailChimp if you need that. I honestly haven't used them for a few years, but I remember them being decent.

What you're taking about is setting up very basic automated workflows: these are all the rage right now (and rightfully so because they save everyone time and $$). Many ESPs are coming out with ways to do this so if you think that Infusionsoft may be overkill then stick with your gut.
Actually, MailChimp have this feature as an add-on, they call it their 'automation', you can google it to find out more. Active Campaign are very good at this type of setup, too, and have had the technology for a while. They're a little on the pricier end but will likely do exactly what you're looking for. Campaign Monitor also have it, but again might be a bit pricier.
GetResponse is the company I work for: we're about to launch these capabilities in our platform but they're not quite ready yet, so depending on when you're looking to move it may not be a great fit, but it is on the way!
Really, many ESPs have this but it might come down to other factors like price, interface etc. Zapier wrote a nice little blog about this stuff you might find it helpful: here
