First check if it is correctly detected in DiskManagement, see https://www.disktuna.com/wp-content/uploads/2020/06/diskmansd.png.
DMDE.com or R-Studio.com are good logical data recovery tools.
You can download and run the demo version of R-Studio.com to your D Drive. Run a scan on the C Drive and let us know the results. However while Disk Drill is one of the worst data recovery software on the market, it is surprising it found nothing.
Are you 100% sure your data is not sitting in One Drive.
You may be able to get an older version of the data back by scanning the drive with a program available at R-Studio.com. You can search the drive for the file name and you may find some older deleted versions (if there ever were any).
