Sounds like you could accomplish it by building out a SVG of the car, plotting the area borders, and using JS to manipulate it.
Similar concept in how Raphael.js lets you color code a map / manipulate SVG's.
That being said, building and mapping SVG's is quite a specific skillset, let alone the JS required to make the user input changes.
Not sure how well it work with 3D images though, as my primary interaction with SVG/JS librariers was with 2D manipulation.
It also would require that any car/base image required to be modified is a accurately mapped SVG.
