If you're using regular DNS your ISP (and pretty much anybody else) can still see what domains you're requesting. I suggest looking into DNSCrypt. If you're on Windows Simple DNSCrypt is pretty good.
What OS are you using? Manually configuring dnscrypt-proxy can be frustrating so I will reiterate my recommendation for Simple DNSCrypt on Windows and add dnscrypt-autoinstall for popular distributions of Linux. With these two it is as simple as running the installer and forgetting it.

Use encrypted DNS queries so they can't scrape your requested sites. Some ISPs capture your DNS so even if you use VPN, they still get your DNS query and can use it to block links they don't want you to see. (Simple DNSCrypt) is what I currently use
You can using dnsleaktest to inspect any leaked from ISP's hijacking.
Best advice, if you are using PC (Windows), use simplednscrypt and choose Cloudflare Resolver or another resolver.
Then use dnsleaktest again, and make sure it's Cloudflare IP (not any ISP's IP address) that shown.
Just a quick fyi, if you still have problems connecting to discord's voice services, get THIS it's a dns app that hosts all the real good ones.

Use HTTPS wherever possible, but also use dnscrypt.
The way i see it there are 2 levels of fked for Uni privacy.
If you got a school laptop then its most likely deep managed so presume admin can see everything.
Laptop its yours and you just connect to School internet.
A. Then enable browser DNS to cloudflare. This will still be visible what domain you browse but not content and not specific url. Ex: he'll see connection to facebook.com but not facebook.com/groups and can still filter/deny. That is limited to Browser level traffic, so other apps traffic can be visible.
B. You can still fix visible Windows/Windows apps traffic with DNScrypt but this can break some apps, or latency can be a factor.
In the next major Windows update they promised to integrate DNS over HTTPS so the dnscrypt app will not be needed anymore, untill then we are stuck with it.
For Android just go to settings -> Wifi/Network -> Private DNS -> 1dot1dot1dot1.cloudflare-dns.com
This will enable system wide dns over tls
DNScrypt-proxy2(windows application).
And as for the 'why'-part.
Your can use Simple DNSCrypt, it's only for windows and it's easy to use, if your are using linux you can use @mrkingpin007 method.

Local service issue: yes, if the service is stopped for whatever reason, your DNS resolution is stuck as well. I haven't seen this personally but I know it happened with my client's machine. Solution: I merely updated it to the latest version and he has no issue since then. Probably a messed up configuration blocking the service smth.
Stuck in reconnecting: I'm not sure about this issue as I don't understand the problem.
Telkom blocking the server: by default, SimpleDNSCrypt has many DNS servers. It is using secure connections so it's almost impossible to block them all. Check 'Resolvers' tab.

Out of the box, after installing, you need to change your DNS setting in Windows to 127.0.0.1 AND swap on the DNSCrypt service in Main Menu tab AND if you'd like Automatic Mode or Manual Mode in Resolvers tab. By default you don't need to change that Automatic Mode though.
If we directly compare with changing parameters in Firefox, it's more or less the same albeit DNSCrypt requires Administrator priveleges, something that changing parameter doesn't require.
Even with a DNS that is not your ISPs, your ISP can still intercept and modify the DNS packets because all traffic flow through them.
If that is a concern then I suggest using a DNScrypt server.
Using SimpleDNSCrypt is a easy way to set that up. It even comes with a built-in list of public servers.
MAN IM THE MIDDLE ATTACK
Install dnscrypt ( https://simplednscrypt.org ). Install dnscrypt on the router too ( https://wiki.openwrt.org/inbox/dnscrypt ).

Dont use default passwords on your router and modem. Golden rule.
Use NoScript on your browser.

I don't know of any system level clients for DoH, but you can find software that does it for DNSCrypt. It runs a regular DNS "server" on your computer that Windows connects to and then the software uses encrypted DNS to answer them.

Hmm tiba-tiba jadi pada bermasalah gini ya setelah baca-baca DCT.
Gua yang selama ini pake di PC pake OpenDNS jadi ngga certified tuh koneksinya hari ini (btw gua pake indiehomo), jadi tiap akses web yang https (basically hampir semua web saat ini), dianggep ngga secure koneksinya, jadi ngga bisa konek. Gua pikir masalah windows gua yang entah jam nya ngga sync atau apa. Ternyata pas disable OpenDNS bisa konek. Akhirnya sekarang ini pake simplednscrypt, dengan konek pilih ke cloudflare aja.
Kalo buat di HP, pas ngecek laptop gabisa sebelumnya, tapi di HP bisa. Soalnya kalo di HP gua pake AdGuard (obviously pirated one), masih lancar-lancar aja sih pake cloudflare juga. Pernah pake app 1.1.1.1 juga sih, tapi kadang kalo di HP gua suka disconnect gajelas gitu, dan ngga include ad blocking gitu.
You can do OS wide DNS crypt meaning everything that calls for DNS gets encrypted... this way you can also use it as a domain HOST blocker.

It sets up a dns server on your box that encrypts requests and sends them to special dns servers.
Good luck to the router in blocking that.
So basically you want to protect your DNS queries from spoofing (or "poisoning") which is separate from regular network traffic. It's like a radar probe, before flying from A to B, you need to run a radar scan. If the probe gets spoofed, it will give you a wrong/invalid map and you would never get to B. DNSCrypt works by encrypting the query so you will always get the "correct" map. For windows client, go to https://simplednscrypt.org and download the installer. Once installed, it will run as a service on the network card, all DNS queries will be caught and converted to secure query. You can choose your own DNS server from the resolver tab. On Linux, DNS queries go from dnsmasq -> dnsforwarder -> shadowsocks. Performance hit is about 30~40 ms per query.
think i've posted this before, but SimpleDNSCrypt is the simplest solution you'll ever need. It has a GUI, just choose the DNS of your choice and turn on the service, voila!
