A friend of mine was toying with the idea of starting an internet radio station. There is a FLOSS out-of-the-box platform to take care of it and I think the hosting would only come to $50 per year.
If he started the station with a show he hosts himself he could gather more and more DJs across the world to host their own shows until they have a 24/7 station.
Add some adverts or get sponsors and he has a legitimate business.
This is all assuming he's that in to music.

Airtime seems to be awesome software for radio automation and broadcasting. I'm going to begin experimenting with it more indepth at a local hackerspace/infoshop.
That website features radio stations that use the software, such as Western Africa Democracy Radio.

It's free to download and use, unless you want them to do hosting for you.
It has support for multiple DJs and good logging and charting from what I've seen.
Its only real shortcoming as I saw it is that you can't schedule events (say, a PSA at the top of every hour).
It's not really an area I know loads about - I'm just a geeky IT guy who was going to help my DJ mates start their internet radio but they are a little too busy/lazy to get involved.
I could help set up the server if he wanted to get his own one going. Installing this maybe alongside wordpress would give the site a very quick visual base for anyone searching for them online.
The best I can recommend in regards to him getting a slot is try out recording a show or two for practice. Do whatever he feels comfortable with at first. Then get others to listen to his recording (think of it like a mixtape with intros and outros... maybe a brief interview or a focus on a subject within music) and get his family and friends to give comment on what could be improved.
After that approach one of the not-for-profit stations in the Airtime list. I say start with them as if he has no radio DJing experience it would be hard to jump right in at the deep end.
