I used a program called Duplicate Image Finder from mindgems. I used it to merge a download of all my Google and iCloud pictures. It can find and group pictures like the original and the ones with edits. It helped me choose which version(s) to keep. I don't remember if it can help you move the files in the process though. I had a library of about 1TB, 100K pictures and used the Pro version. It's a good tool.
any chance of adding Audio Dedupe - Duplicate MP3 Finder as this compares what music files sound like to duplicate sound files, no matter the file format. I have used their other tool, Duplicate Image Finder - Find Similar Photos for sorting through my photos which also works the same way by comparing what the photo looks like no matter the format, raw or otherwise. I have used both these tools and are very useful. they are limited free options. but otherwise, work very well.

A free one called Fast-Duplicate-File-Finder does regular files and the paid version can find similar files that aren't images.
