Hey! I got verified without another person- I reached out to the WeChat customer service by filling out this form and I received an email back and was able to register.
Fill out the form with the email and telephone number you will use for your account and write a message stating you don’t have a friend who can verify you at this time but would still like to create an account. They sent me an email reply saying:
“Sorry for the inconvenience caused. Kindly download our latest version of WeChat at https://www.wechat.com/en/. (Please select Direct Download). And try to register again.”
It took about a week for them to get back to me, but it’s better than never getting verified!

It’s also likely he was talking about WeChat, who also state they comply with appropriate subpoenas but that would be markedly worse and less secure

Generally it's shown as blocked, although a relative of mine has visited multiple factories there as part of their work. They've told me that several Chinese workers still have Facebook pages. I'm not sure by what means, and unfortunately I can't ask them right now. Maybe someone else has more information about this. Chinese people more often use a service called WeChat, though.
edit: Sorry, I didn't really answer your question. Here's an article with a screenshot, which looks like the firewall simply blocks the site without giving you any message in return.
Haven't personally had this issue with my updated Pixel 4, but it might help to uninstall & reinstall the latest version of WeChat (directly from WeChat's website, instead of the Play Store).

You can create an international wechat account for free and the find china-Us shipment option in the choice.
If there is no such choice, you can go online and find a Us-China private postal companies and put the address of the shipment to their warehouse location. They will charge higher fee, but if youre willing to go to that extend, why not.
(price of the item is 220 yuan the current exchange rate is 7yuan per dollar=30 USD + maybe 20-30$ of additional private shipment fee)

Has anyone tried to sign up for WeChat today? I was able to make an account and it didn’t ask me for a friend verification! I contacted the WeChat customer service a week ago asking them to please let me register and bypass the friend verification and they sent me an email reply saying:

Wondering if the new version gets rid of the friend verification altogether or specifically I was able to create an account because they put my info in from my email.

Your WeChat Pay should have the same password as your WeChat...no? Can you write to WeChat customer service and get help? I think that is what I would try...
According to the company, data of international WeChat users are stored in data centers in Ontario, CA and Hong Kong while data of Chinese WeChat users are stored in China and I assume users in China are not able to access data on international servers. So whenever an international user tries to send data to a user in China, the data is actually copied to servers in China. However if the data is sensitive it is censored. The company censors the data based on MD5 extract on international servers without actually inspect the content because otherwise the sensitive data could still be viewed or leaked.
It's kind of like China's version of whatsapp meets facebook. You have to show your code in class and the parents will scan it and add you to their friends list and you can talk to them there. The app will even translate for you if they don't speak much English.
