Your best bet is a VPN that does not - log and reside in 14 eyes country. I personally would recommend Nordvpn (been with them for a while, based in Panama, strict no logs), also ExpressVPN (based in BVI, no logs too though expensive), a few others are good too like Azire,VPNBaron, you can read more about popular VPNs on torrentfreak, it's pretty informative with what they log, where are they based and so on. But either use Tor or only VPN, not both.
If you haven't provided personal payment details that could lead to you, I think it's ok to ship it to your house. It's important that the payment does not show that it was you, otherwise, anyone can send you anything via post, right?
Maybe there are reviews about certain websites or comments that you can read before ordering? I haven't ordered anything so I have no clue about that but I heard that you can check 'dream market'
BTW, also install Flagfox or similar when investigating VPN services. A lot of them are all like, "Oh, we're totally in Romania!" And then you go their website, and surprise, they're hosted out of the USA after all. Which, of course, means when you sign up, you're going through an NSA wiretap and handing all your account info over.

Avast - never tried it so I cannot say, but I am personally using NordVPN. It is secure and has some neat features like a kill switch,you can torrent, you can watch Netflix, the price is decent too. ExpressVPN is a good choice too but is pricey, VPNBaron is ok. Torrentfreak has an article about anonymous VPNs here, so you can choose on your own -
I'm not the one who willingly pays for stuff but think of it this way: free VPN = no VPN. You want to get caught torrenting or using the dark web? Go ahead and get yourself a free VPN. Like someone mentioned, get a good paid provider (Torrentfreak has a nice article about them.
And NordVPN is alright, it is not based in the 14-eyes and has a strict no logs policy, ExpressVPN is neat too but expensive, VPNBaron is pretty ok afaik. Go to r/vpncoupons, get a trial or smth. Just don't use a free VPN
Tried to use VPNBaron. My router (an older D-Link 628) wasn't DD-WRT compatible and so I didn't have a choice but to cancel.
Don't really want to buy a new router if the one I'm using works fine for us (except for not being able to put a VPN on it).
its aight man, you may be an ad but youre not lying. it works FLAWLESSLY, no disconnects, quick enough for good quality netflix and no problems since payment. but its 9 dollars a month, 4,99 if you pay 6 months ahead, and the vpn game is too unstable for me to commit to that :P I aint rich.

This is why getting a VPN is better. A low end VPS might cost around 10$ and it will probablly nor work for very long.
Speaking from experience, the ips get banned pretty fast. A VPN provider can deal with updating the IP list with fresh ones that still work on hulu & netflix. VPNBaron does just that for 4.99$/month
buffered's 5 japanese VPNs as well as VPNBaron's 3 japanese VPNs have been completely blocked by netflix as of early this week (Buffered was working fine the previous week, which ive been using ever since AS part 2). their support team's responses to me suggests that they won't be doing much on their end to resolve it.
/u/dab- i'm wondering if hotspot shield was also part of the massive blockwave. I suppose since they have a trial (requires credit card), it'll be worth trying for OP.

Yeah. I think that's the case sadly.
'VPNBaron' works according to /r/NetflixByProxy but I haven't tried it myself.
