Roll20 works on your android/ios with a paid subscription. But it is a little rough on a phone, and you would need a powerful one at that.
Honestly you are probably best to use something like google draw with others if you need something on a phone. There is also this, but I believe you need to pay for multiple people to connect. https://play.google.com/store/apps/details?id=com.taponfire.threedvirtualtabletop&hl=en_US
Or are you talking about a "Video Game," to play on your phone?
Though it has not been updated in 4 years, I highly recommend the 3D Virtual Tabletop app on the Google Play Store. I've had success using it in online Play-by-post games.
I use https://play.google.com/store/apps/details?id=com.taponfire.threedvirtualtabletop for the same thing. I don't know if players can interact with it using the free version but what I do is just move tokens then post a screenshot with each important development that happens.
I've just read further and there apparently is a multiplayer function.
1 Chromecast ($35) and this app.
Hi ,been there done that :-)
I'm sending you some of my couple homegame monster sheets so you can see all the sizes(gargantuan and colossal if you ask me should be even taller ,and colossal even wider)
Method 1(needs materials-)-skip to method 2 for quicker and easier fix
have a printer(laserjet-4xcartridge pack 100 dollars/euros)) ,cardstock paper 5-10 dollars(or super expensive -high quality transparent paper-then you dont need the labels but super expensive),and a4 paper labels 10-20 dollars
step1 use easy to use free program https://www.getpaint.net/ for your personal creations and
step 2)print them on paper labels,
step 3) now label your creations on cardstock paper(cheaper option) and boom, there you have it-your pawns are born
step 4) either create your own bases like i did with transparent paper(bit pricey 20dollars but you only need like 20 bases for everything at once on table) and use a paper clip to hold the folded L shaped transparent base to your pawn or use anything you find to use for bases

Did this for a long time until
Method 2- tablet or laptop with large tv display/monitor for tabletop gaming (I have a tablet)
and install https://play.google.com/store/apps/details?id=com.taponfire.threedvirtualtabletop&hl=en

3D virtual tabletop-solves everything(portable,load your maps /monsters and start playing anywhere :-)
