You just have to read the petition that was the cause of targets action regarding GTAV. It is just full off bullshit. That situation has nothing to do with a government using their power over the domestic market to ban games. It sucks but it is something that ultimately is a problem for the specific country and has to be resolved there.
It does also not infringe on the domains of SJW slacktivism and ethics so it should really not come as a surprise that GG isn't picking it up. It is blatantly obvious.
It really sucks for the gamers in Australia. Region locks and market-divisions are a roadblocks for gamers all over. There is however market dynamics like currency value and average income that puts a high pressure for it to stay.
This was pretty expected after the changes they made in how they where to handle the classification process. There where talks about the changes at the very least a month ago. I probably ran across it somewhere on KiA. Just because it isn't a GG subject doesn't mean it wasn't on the radar for some of the people. Especially the ones living in Australia I guess.
Either way I am glad I don't live in a country that bans games like Australia or Germany. Really must suck for gamers there. I would be surprised if gaming enthusiasts didn't sympathise no matter where they live or what stand they take on GG.
I feel I also must point out that there seems to be a big part of the story missing. As the OP game list lists game with "Classification Refused" it implies that the devs/publishers did pay to have the title classified but got rejected. It doesn't really strikes me as really reasonable to think that a game like Animal Hunter 3D would cough up that kind of cash. The OP article talks about couple of thousand dollars to get it classified in Australia. I fucking hope that that kind of money would make the game classified in all the countries connected to the IARC tool. Otherwise it will effectively shut out any small devs from the markets.
There can also be a matter of AU having a really fucked up way of judging games before adopting this tool and some of those criterias really clash with the IARC process. Going from memory here but IIRC Au had some rule about games could not have player buffs from drugs. Something about romanticising drug-use or whatever. Meaning that Mario, the shroom eating (racist ;) ) stereotype would be a no go if you really went by the rules.
Such rules could clash with the evaluation of the IARC submissions.
There is definitely a bigger story there for those interested in gaming. Maybe a decent gaming journalist could do some investigative work. :P
As a final thought this IARC tool might fuck devs over in that it will make it harder to make adjustments to a game for a specific market. Would it have to be reclassified or can the tool accommodate the nuance between having some tits in a game for adults while covering them up in a burqa for the kiddies in Australia.(J/K god dammit chill)

Chances of that one paying to get classified is slim to none.
Didn't find anything else related to the game or the maker within the first couple hits on Google.
TL:DR
It has nothing to do with GG. There is something missing in the story.
