AppTrailers Android | iOS is an app that is part of the perk family. Perk has a bunch of apps and a few websites. It's basically just another GPT app. If you don't have an app or tablet, you might be out of luck though. Perk still has a PayPal section, I just don't see that instant section.
Honestly though, it's a waste of points to redeem through the website. There's an insane markup cost. You'd be better off getting gift cards and selling them over at /r/giftcardexchange.
Did you convert points from app trailers? The max payout per day through Instant Paypal is only $2, but it doesn't replace the actual Paypal option which has higher amounts with bad rates. Maybe the option just isn't there outside the US.

App Trailers might be good for you: if you run the App Trailers and accrue enough points (500), you'll get 50c (US) sent to your PayPal (with more points adding more cents) very quickly (normally).
However, that being said, your PayPal must be verified and you'll need to log in via Facebook.
Plus, they may (probably -- they did a check on my App Trailers account, and I'd already used them before!) delay payment for up to 48 hours, while they "check your account". This may be the clinch for you.
Given that you're most likely from Italy (the Amazon and currency requirement giving it away), I'm not sure if you'll get loads of ads like an American or ( to a lesser extent) a UK user.
Still, it's relatively passive on your phone, so you've got little to lose by trying except for time, really. And who knows: even if it doesn't help you for this situation, you could still earn a few dollars a month from it in the future!

Also, there's Earn Honey for desktops, phones, and laptops, etcetera, though this is for future earnings and not for your current dilemma (they take up to a week to pay for US Amazon and PayPal, but on the plus side they have an option to withdraw to an unverified PayPal for 75 cents more than a verified).
Basically, leave videos to auto-play while you do something else, like work or school or sleep, accrue Honey Dollars; exchange those Honey Dollars for stuff.
You might be in the 50% who earns a lot, or like me who is in the other 50% and earns very little. The only way to see is to sign-up and see how well you earn, and if it's worth the time.

Is this the same Apptrailers as discussed many times as an alternative to Perk TV or a different app?
AppTrailers (https://play.google.com/store/apps/details?id=com.appredeem.apptrailers) is a pretty passive way. You just have to press watch again and occasionally x out of some ads. You can earn about $1.40 every day, if you have the patience to do this for several hours a day. You can do it while doing other things, though.
