Plus they offer no insurance to drivers and passengers and are not registered as a company. Not the smartest way to deal with authorities.
No "about us" on their page https://arcade.city/
Bad/polarized reviews in google play https://play.google.com/store/apps/details?id=arcade.city.mobile
I'm skeptical as well. Founder looks like he is a trouble maker rather than a business builder.
There is an alternative to Uber that could do the work but the thing is that because it is decentralized and it is fairly new, a lot of people need to download the app and register the city in which they want car riding to be unlocked so we can be supported.
I also found these infos a few weeks ago. Although I don't like shilling on people building projects, I think it is worth noticing, in the event they ask for investment.
FACTS
Very polarized reviews (fakes ?) extremely good or extremely bad. https://play.google.com/store/apps/details?id=arcade.city.mobile
Drivers that have tried the app call it a scam. https://www.youtube.com/watch?v=-M7wSNX2pIw

OPINION (sorry): My point of view is that he is the type of immature personality that seeks attention at all costs, and looks for stirring, and media coverage. I would certainly not invest in this guy.
It might not be a scam, but I don't see it going anywhere, I have much more hope in lazooz.
EDIT : I am not trying to convince you of anything, you are free to make your own judgment.
