I work at BandLab and we are doing exactly this for Android: musical editor + unlimited storage for songs + social part.
It doesn't have all the features of SoundCamp, but we have a pretty solid musical editor with midi support, looper and other features.

I think you can do that with Bandlab... Plus there are a bunch of useful percussion etc. loops in there you can use for free. The midi instruments sound good as well.

for software, try bandlab. it looks like there's a big community feature of the app but I haven't looked into it and leave all my songs on private
