Hey, Garbage burning is not legal and can be reported to BBMP. There are a couple of ways to report them.
On the BBMP Sahaya app - Choose 'Garbage' category -> 'Burning of Garbage'. Give the location of the issue on the map, a small description and submit the complaint.
On BBMP's WhatsApp number: 9480685700 - Give description of your issue and address of the location.
Through ichangemycity - Register yourself and raise a complaint.
Each of the above options should register your complaint and within a day or two assign an engineer responsible to resolve the issue. You will also be provided the number of the engineer responsible so you can follow up. There are chances of BBMP officials not taking it up seriously, but since we have been provided multiple avenues, we should utilize it and follow-up as much to ensure there is some accountability.
Build an app with which a citizen can report civic issues that will show up on a public dashboard.

They kept closing the complaint citing Supreme Court order. I asked them to send me a link to the SC order. I got this.
As per the above, people in Kerala started killing stray dogs with pellet guns. Animal welfare activists took them to Supreme Court.
SC directed all municipalities and City corporation to take stray dogs to shelters.
Corporations pleaded with SC that in India, homeless people don't have shelter. We don't have budget for dog shelters for all stray dogs in a city.
SC judgement stated
Catch the dog, sterilize it, release it where you caught it, cut off a small part of it's ear to identify 'processed' stray dogs from a distance.
BBMP chose CUPA as a partner to deal with stray dogs.

They were doing a fine job, taking calls from public, attending promptly, catching dogs humanely, processing them as per SC order and releasing them in the same street.
Now these dogs are guard dogs of our street. They cannot multiply as they have been sterilized. They have a cut on one of their ears to indicate that they have been sterilized by BBMP / CUPA
CUPA stopped taking calls from public, because BBMP stopped paying their invoices.
I'm afraid that the apathy of BBMP towards this issue may result in general public reverting to physically harming / poisoning / stoning such stray dogs.
Stray dogs are here to stay. If you feed them, do so in isolation, after bringing it into your home compound. A pack of dogs in a feeding frenzy are a dangerous proposition.
