Most Samsung phones come with the option for "Easy Mode". It's designed to make the phone easier to use, especially for seniors.
And any Android phone can install launchers/skins that make the phone very easy to use, with extra big buttons, and simplifying the choices on screen, like Big Launcher or Large Launcher.
I'd stay away from Consumer Cellular phones. Those are locked to Consumer Cellular for one year, and Consumer Cellular is an expensive service and not worth it except for a few specific uses.
Plus, with Consumer Cellular, if she uses a lot of data one month, then she will pay for that same high amount of data every future month until she resets her plan back to the lower level of data.
If she wants a nice sized phone, Cricket is giving away the moto e5 Cruise free, and then you can install one of those launchers I linked above on it.
buy a budgetfriendly phone like redmi 6a (lot of bloatware and fishy apps) OR buy an android one phone (for no pesky preloaded apps etc)

It's ugly as sin, but she loves it.
It allows her to use the main phone stuff with incredible ease, and it has extra screens for Facebook etc.
I like the Samsung's because , until recently, they had a hardware home button.

I manage my grandmother's phone for her, and what I've found that finally works is an Android phone with the BIG Launcher app. This is the only launcher I could find that works perfectly, is intelligently laid out, and that she can intuitively figure out how to use since she doesn't remember instructions.

As far as cheap and good coverage goes, you're going to be looking at an MVNO likely, or companies that have access to multiple networks.
Tracfone owns a ton of small carriers and has access to AT&T, T-Mobile, and Verizon networks, so there's a lot of options there. Depending on her usage, it may be one of the cheapest options.
There's also Ting, which has both CDMA and GSM networks and so it can be used with a lot of phone types. This service is set up so that the user picks the brackets of minutes, text, and data they want and pays a flat rate for that. So if she only needs 100 mins, 100 texts, and 100MB of data, that's $15/month.
There's also Republic Wireless, which can be insanely cheap for someone who doesn't use many minutes. There's even FreedomPop, which is free at the lowest tier, though coverage isn't fantastic.
If none of those work, you'll need to check out options like Metro PCS (T-Mobile), Cricket (AT&T), and Page Plus (Verizon). These will be a bit more expensive, something like $30/month for a phone, but that's still not bad.

I've heard recommendations for older folks to use iOS because of it being easier to use, and I strongly disagree, launchers like this one: https://play.google.com/store/apps/details?id=name.kunes.android.launcher.activity may be ugly but are going to be a lot easier to use than the iOS home screens.

There's the BIG Launcher, though it's not exactly meant for TVs in any way, but it sure is huge and should theoretically support arrow keys. I haven't tried it on my MK908II though.
I use Nova Launcher Prime on mine, and the most recent release does support arrow keys... but not inside the app drawer :|. Only if you have stuff on your home screen(s).
There's also the actual Android TV Leanback Launcher, but it's of course listed as incompatible with my stick through Google Play and I haven't bothered seeing if it does really require Lollipop/Android TV. Guess I'm just happy with Nova for what I want.
EDIT: Can confirm that Leanback is only supported on 4.4+ which is officially available for most RK3188+AP6210 sticks. I just never flashed it on mine because I guess 4.2 just works.
I find your display argument very hard to believe. I went from the Galaxy Note 3 to the Redmi note 4, and the note 4's display is much better. I can't see the dots that you're referring to.
Maybe you happened to get a lemon?
Many reviewers have noted the Note 4's screen being far superior to the Moto G5 Plus'. It's brighter, has a wider colour gamut and isn't as washed out.
This is what the display should look like. As you can see, and as Ash points out, the Moto G5 Plus display seems really washed out in comparison. The Note 4's display is really good. It's much better than the Nexus 5's display. Pretty close to an iPhone 6S Plus display (iPhone's has deeper blacks, wider colour gamut, and a brighter display though obviously). But in real-world usage there's not much difference.
Not really sure what you mean regarding the quick setting toggles though.
If you want to make an android phone usable for seniors, I recommend installing Big Launcher. Try out the trial. You can get the full version apk somewhere online. I put it on my mum's phone, and even she can use it.
I was telling the OP to try out Big Launcher, used it for my grandma, and has worked out really well.
Edit or try Wiser, looks like Big Launcher may not be updating any more. I have not heard anything from my grandma about it, but she as probably not updated her android in a while.
Have you looked into a launcher? 2 years ago I got my grandma on Fi with a nexus 5x. I installed Big Launcher on it for her, and she has not had any issues. It does cost $10, and you will need to get it setup for him, but it has worked really well for her.
