If you find an app that provides stickers and behaves like a photo gallery (maybe this for example), you could just insert stickers from photo button.
if you (or your family) love the stickers on facebook messenger, might i recommend 'bitmoji' on the play store. you create your own custom avatar and then you can pick from tons of emotions/phrases/etc. it is made by the 'bitstrips' people who were famous for like a month on facebook with everyone and their mother making those comic strips.
bitmoji can pop up a 'chat head' type button whenever you launch a social app and then when you want to use a sticker, you just click the chat head, pick the sticker, and then send it to whoever.
