There's a Bangalore Traffic Police app that has a section for Auto complaints. I have registered quite a lot of complaints when autos have refused to ply and you can check the status of the complaints too.

The app's pretty buggy, not sure if the complaints are actually being registered either. Better than nothing though.

You can complain if anyone refuses or is overcharging.

Bangalore Traffic Police has such an app. You can even report auto drivers for rejecting a ride.
