Well if you are looking for something which combats spam and also identifies "regular" callers, you can always use the Clever Dialer app. It is driven by its user community who report spam callers.

That's a Nexus/Pixel exclusive feature.

There are alternatives like Clever Dial, though. It comes with some nice additional features as well and only augments the stock dialer and doesn't replace it.
