Not that I heard of.
If he has a record in the system, then he should not have applied to register, but rather to update biometrics. It is a different form and very much shorter. (only fill in a form and proceed directly to the biometrics line, skipping 4 steps, IIRC)
Perhaps that is where the mistake happened?
Also, the Comelec commissioner mentioned that those with no biometrics cannot vote this year, even if you have constantly voted.
