There is an app called Deck Master: Hearthstone on the Play story (not sure about ios) and they have a section for fun decks. I tried a few and some have been unique and got some fun out of it.

I didn't know but I looked around for you and found the following:
DeckMaster: Hearthstone Android - Google Store
Deck-builder for Hearthstone iOS - iTunes
And the website Hearthpwn says it has a mobile view somewhere.
If none of those have what you need, let me know and maybe I can make it my next project.
