Am I the only one who wants an actual port of Puzzle Quest from the DS?
The Dr. Who game was pretty legit the last time I checked. It's your game type, but all the microtransactions seem optional.
Doctor who legacy fit's quite well to your description, it's good, and I have been having quite a lot of fun with it at least. No energy, but kind of gatcha, while not really.

Doctor Who Legacy is a free-to-play mobile game that's as far as I can tell, a reskin of Puzzle & Dragons. Match three gems corresponding to the colors on your team to have them attack enemies and charge up their special attacks.
At one time you used to be able to play it offline, but they added ads some time ago and despite the game being fairly simple-looking, it feels bloated due to how slow things happen and how much loading there needs to be. I wound up dropping the game due to boredom and I also found out that if you pay money to unlock the Fan Area, that doesn't transfer across devices. I paid with Amazon bananabucks, sure, but that still kinda puts me off putting any more money into this. There are a few expansions/extra chapters that cost dosh and I'd be leery about buying them if I still played.
I don't remember there being an energy system and you could get a good bit of content for free, but it's been a while and I dunno what else they've changed in the past few years.
Doctor Who Legacy at least used to work without a connection last I played it, but it had bonuses for logging in. But it's got ads after every level and it's pretty slow/battery hoggy too even on my best hardware.
Shame.
I'm currently playing Dr. Who Legacy (puzzles & dragons clone). I don't watch the show but something about the game draws me to it. No energy system, more mature/less cartoony theme. No sacrificing units to enhance/evolve. Still new to it though. The devs seem pretty anti micro transaction which is nice.
A recent favorite has been Dungelot 2. It's a simple roguelike where you tap on tiles in a dungeon to find the key to the next floor, facing enemies and gaining gold along the way. Three classes to upgrade, but there's am energy system. I liked it enough to pay the $3.99 to disable the energy system though.

Doctor Who: Legacy uses the PAD orb matching mechanic, but the gameplay feeling is nowhere close to PAD (less visual feedback, the animations are not that smooth etc.), however it's still worth a look. And there's no energy system.
Doctor Who Legacy is from what I understand, exactly like P&D except with Doctor Who characters/setting. You won't need to know anything about the show or its characters at least. No stamina system unless that's changed in the past year and a half.
I think Doctor Who Legacy is a PvZ-alike. It has daily login bonuses but doesn't require online. Has ads unfortunately and is a bit grindy.
You don't need to know anything about the series/show/etc, at least. I liked it for a while but it was just so slow in terms of loading and gameplay. It's free so worth a look anyway.
This'll be a shot in the dark since I've yet to really play P&D (the 3DS demo with SMB edition is all I know), but Doctor Who Legacy seems to have the same "drag gems to swap their positions and set up combos" system. It might be a straight clone of P&D, but you'd probably be able to tell better than I can.

I'm looking for a match-3 RPG that's free and is playable offline. I'd like for it to be relatively light in terms of graphics or effects so it won't kill my battery and take forever to start up, but that's not a deal breaker.
I know about Doctor Who Legacy and that was painfully slow at times even months ago and I can't imagine it's any better now. Horde of Heroes seems okay but I don't know if the game prevents you from advancing if you don't score well enough. The perfectly-named Match 3 Quest was all right but there was a point where you need to get online to get the later areas. Gunspell I didn't like playing on PC and can't imagine I'd tolerate it on mobile now. I tried Marvel Puzzle Quest a few years ago and was dismayed to see that it required a constant net connection, so I imagine Magic PQ and whatever else there are do too.
Kinda wish there was a way to play the first Puzzle Quest on Android since I actually have the CD version of it. Well, a way that doesn't involve paying for layouts using Exagear anyway.
Got two for the latter question. Doctor Who Legacy is a bit of a Puzzle & Dragons-alike (I think), and Match 3 Quest is more like Bejeweled but it'll need to download past the first couple of stages (no idea if it asks again later on). And one more is PuzzleWars which works like regular Puzzle Quest (both sides take turn matching gems on the same board) but it's match-two instead.
On the paid side...
Puzzle Quest 2 is largely seen as inferior to the original which isn't on Android, but it's still there. It's free to try but I don't know when it stops you, and you have to buy individual classes too which is kinda lame. It was in a Humble Bundle a few months ago and the app there doesn't even work from what I read. They're not RPG, but the minigames are completely free to play though they give you nothing but practice.
Dungeon Raid is one I had from iOS so I assume it's the same here. It's not exactly match-3 or too terribly RPG, but the idea is to match strings of adjacent icons in order to attack enemies, heal, defend yourself, etc. It's arcade-styled so you'll eventually die no matter what, and there are different classes/races to unlock from what I remember that change things up. There's some slight tactical aspects given when you get enough gold and EXP, you're given the choice of things to buy/upgrade and you can only take one along, so that's fun.
I really haven't found too many, unfortunately.
