For mobile there's Dream Girlfriend and Moe can Change. Just note there are paid features and it'll take awhile to get it the way you want in both.

Completely agree. For the DS, there's actually quite a few fashion games. Style Savvy has the first game on DS. I've been looking for similar too actually. There's a fan-made translation in progress at the moment for FabStyle which is a fashion game mixed with a dating sim. There's Shining Nikki which is a 3D dress up game for mobile (it's pay to win though).
For other DS games with fashion: 1. Imagine: Makeup Artist 2. Princess Debut is a rhythm game where you pick a partner and date princes. But it does have costumes for the main character.
I'm not sure what else I can recommend. There's Touch, a game where you control a dancer and dress them up. But the company that runs it has a bad habit of shutting down their games. Lost my old VIP account that way and they stole assets from Shining Nikki.
Dream Girlfriend is a social (and gacha) game run by Ambition (though they do have a habit of also shutting down their games. They abandoned Dream Boyfriend, for example and completely shut down Fairy Doll).
Time Princess plays like Shining Nikki and there's a way to speak to people on it.
I would've recommended STYLIT, but that one got shut down. :(

Someone correct me if I'm wrong but I believe this is still not even 3D, rather pseudo 3D - just set of moving layered 2D images. As such, it doesn't strain hardware much and even on mobiles it can run pretty well (there are some mobile games that uses standard live2D with great success already, like Dream Girlfriend, for example). And for visual novels with story-preset angles and moves, well, I honestly think this is a godsend.
As for the hair, I kinda agree but you could probably offset that by making another linearts from more different angles but in your usual VN, this would probably be unneccessary. Things like possible Nekopara sequels or other moe-driven games could still go overdrive with this tech. And I believe they'll improve even further in upcoming versions.
Not to mention Euclid and it's motions can also greatly cheapen costs for the anime production as it could compute inbetween frames effectively (rather than outsourcing it and doing it by hand).
All that really happened this week is I downloaded this out of curiosity and seeing a bunch people at my college being a couple made me feel super down on myself. One cool thing about this is I found that this company wasn't a one and done mobile dev they made other similar titles.
dammit i play this game to unwind, not to get feels.
