I've recently been playing Dungeon Crawl Stone Soup and even though in a lot of ways it's as complex as many roguelike, it has a couple of reasons for a new player to give it a go,
1) It has a very good tutorial mode which leads you by the hand as you play the game telling you about everything you need to know as a beginner.
2) It has a hints mode which lets you play a normal game but pops up with handy little do's and don'ts as you play. It's like having your more experienced best friend along for the ride.
Both of these options(along with various others) are available in the initial front screen menu when the game first starts. I've used both while learning and apart from learning a great deal, it was a lot more fun than I'd have expected. I'd really recommend giving it a try.
edit: Here's the link to the downloads page on the official Dungeon Crawl Stone Soup website, and to the play store version(unofficial), just in case you want to check them out. You'll notice also that in the sidebar on the right of that website is an option labelled 'Play Webtiles', which enables you to spectate on other players live online. Can be quite useful for a beginner to the game.
If you can stand ASCII graphics, there's nothing better than DCSS - https://play.google.com/store/apps/details?id=com.crawlmb . There's also Tiles in the store, but I know the ASCII commands by heart and the onscreen keyboard is an immense help. I hope the guy that has it up will soon update to the newest 0.24.0 update.
Hunger is an issue in <1% of the games when you play a hardcore caster and cast high level spells too early/with too little Spellcasting skill.
Ps: Get ready for a learning curve. (:

The best roguelike game available for Android since ever.
And if you like text games, some basic scripting, you can play this (looks like telnet which might be treated like "hacking" game): https://reddit.com/r/AndroidGaming/comments/9l2urs/anygenre_multiplayer_text_games_for_android/
Sounds like a niche, but believe me it's worth it.
Dungeon Crawl: Stone Soup is one of the few 'old-school' roguelikes in the App Store. The version I just linked goes to the one that uses letters and symbols for everything; the version with graphical tiles is mostly for online play.
It has a pretty steep learning curve and a fair amount of luck, but the people over at /r/dcss are always full of good advice for newcomers.
What about Dungeon Crawl Stone Soup? Haven't played it myself, but looks like what you want. There is also an online version in the play store, so I don't know which one you want.
I like and play Dungeon Crawl Stone Soup a lot. There's an offline, text only version and an online, graphic version. It can be difficult to follow what's happening on screen if you don't use a tablet, there's a lot on the screen. https://play.google.com/store/apps/details?id=com.crawlmb https://play.google.com/store/apps/details?id=com.newtzgames.dcssonline
did you try Dungeon Crawl Stone Soup? There are two version, an ASCII one and a graphical interface that you have to play online https://play.google.com/store/apps/details?id=com.crawlmb, https://play.google.com/store/apps/details?id=com.newtzgames.dcssonline
I've played the hell out of the ascii dcss for andrioid, probably as much as I've played dcss on PC. Ascii takes a little while to learn, but it has a much much better performance than what else was on offer when I started playing on my phone. It's been a while since I tried the other ones, but back when I did they were mostly unplayable.
I think you should just stick to the unofficial ASCII version: https://play.google.com/store/apps/details?id=com.crawlmb I tried playing the official tiles version a while back (half a year or so) - it started, but was practically unplayable, but the ASCII is ok

It's complete and usually up to date
It's not a strategy but it's turn based. Beware, it's complex, but once you learn it... https://play.google.com/store/apps/details?id=com.crawlmb
There is one! Brb getting link.

There is a nightly build of the tiles version here by newtzie.
I don't have a Chromebook so take this with a grain of salt.
From reading How to Run Windows Software on a Chromebook maybe you could use Crouton and Wine to run one of the Windows versions, or possibly run a Linux version directly under Crouton.
If your Chromebook can run android apps maybe you could run the ASCII version from the Play Store. There's a tiles version but it appears it is the online version, so that's a no go.
Or if you can run android apps perhaps you could try Crossover and see if you can run one of the Windows versions.

Once you get into it it's an amazing game.
https://play.google.com/store/apps/details?id=com.crawlmb DCSS ASCII version. Vote me up guys!
This looks like the dcss android app by barbs https://play.google.com/store/apps/details?id=com.crawlmb&hl=en, ascii only (which I prefer for small screen) and I like the underlay view, full keyboard plus full screen if you can stand it: http://imgur.com/JNaapfy
There's a webtiles app as well, I just use it for watching games. Probably better for tablets.
Also https://play.google.com/store/apps/details?id=com.sonelli.juicessh&hl=en you can use to play any online ssh games, basically.. but the keyboard will take up the screen.. Might be great with a little foldable bt keyboard tho
Someone else did it already: https://play.google.com/store/apps/details?id=com.crawlmb
There's also another roguelike ported fully to android. DCSS: https://play.google.com/store/apps/details?id=com.crawlmb
Also Don't Starve: https://play.google.com/store/apps/details?id=com.kleientertainment.doNotStarvePocket
KOTOR: https://play.google.com/store/apps/details?id=com.aspyr.swkotor
The Banner Saga: https://play.google.com/store/apps/details?id=air.com.stoicstudio.BannerSaga
Hegemony: https://play.google.com/store/apps/details?id=com.microids.google.HaegemoniaFull
And many many others.
Since you are into roguelike genre, I can recommend you this: https://play.google.com/store/apps/details?id=com.crawlmb
And this: https://play.google.com/store/apps/details?id=com.OOD.Game02
https://play.google.com/store/apps/details?id=com.crawlmb
DCSS ASCII version.
When I have some time to kill.
If you're rooted you can run it locally on your phone through Linux, though it's a bit convoluted to set up. Otherwise SSHing into a remote server is the easiest way.
I'm looking into what's involved in a proper Android port at the moment. There's a few other terminal-based roguelikes using similar tech stacks out there, namely DCSS (source) which is based heavily off Angdroid (source). Seems possible though I'm not massively familiar with the CDDA codebase so I make no promises. :)
Edit: Fixed a link
Is there something wrong with this version?

It's like shattered pixel dungeon on steroids.
