Try the eduroamCAT tool first. It's ugly, but it works. If you are on Android, grab the app from the Play Store (you can remove the app once you are online). If you are on iOS, grab the profile from cat.eduroam.org.
If that doesn't work, call 4-Help, as others have already mentioned.

Alternatively, navigate to https://cat.eduroam.org/ and follow the instructions on screen. I have not tested CAT with 7.x, so I'd be interested in hearing if it works for people.

Also, I know there's the Eduroam app you can use but I'm not keen on it as you should be able to do it manually. Also, reading the reviews, it appears it doesn't work with Android 11 anyways!
I think it says on the Bristol guide that Android can auto correct stuff when it shouldn't like I found. Might be worth triple checking those as often it is one uppercase letter or a space at the end of the address that causes the errors. For domain, it should pass through empty as otherwise there would be a few hundred/thousands of people with the same issue in theory.
For those having issues, try the eduroamCAT tool. You can get to this page from the "VirginiaTech" wireless network. If you are on Android, grab it from the Play Store. Warning: the tool is ugly.

However, I am not sure I understand, if password popup pops again and again, it may be a problem with connection parameters (TTLS, MSchap -v1 -v2... its always hard to guess and find the good parameters, so my advice to ask the IT, and u/soumyaranjanmahunt one to do it mentioning Debian / Ubuntu not Tails). But in that case, you should not have internet.
If it pops again and again and the unsafe browser works meanwhile, its not surprising Tor cant connect. There may be a problem with Tails/your Wifi adapter/The network. It may be interesting that you submit a bug report https://tails.boum.org/doc/first_steps/bug_reporting/
If you want to verify the university blocks Tor, maybe try on Windows+Tor browser.
If the problem is with the WiFi but not a Tor blocking, you can use a phone as a WiFi adapter to connect https://tails.boum.org/support/known_issues/#wi-fi, then if you have android, you can use Eduroam configurator https://play.google.com/store/apps/details?id=uk.ac.swansea.eduroamcat. (You wont have MAC spoofing, but as you auth into the network, it wont be of any use).
