If you are a first responder amd dont already know the North American Emergency Response Guide 2016 (NAERG2016) has a neat little app for your smartphone.

IOS is out there too. Don't have a link though.
Firefighting apps that are useful... That is a very slim list. CADpage is a must for Volunteers IMO. This one isn't too bad either. The second one is more of something you are asking for. To be honest others may know of some stuff but the FF market isn't explored by app developers. Why make a quiz app for FFs when you can make a quiz game for kids and it get 100 thousand times the downloads and plenty of ad revenue? I'm interested to see what others respond with tbh because I know of nothing useful like that on the app store.
If you are in the know, it is pretty easy. This is the book every fire chief and fire truck in my area carries: ERG 2020 (it is updated every 3 years if I recall correctly.) You just need to know how to to read it.
Regardless, I completely agree that as soon as they jumped the tracks, they should have gotten as far away as possible. Why risk it?

Yeah if you feel you may be involved in any security work where hazmat is a concern, IS-5a is nice for sure. And on iOS and Android the ERG app is virtually a must have as well imo. Most people I know in fire keep it handy on their cell, at least those with modern cellphones lol.
Put it on your phone and learn how you will die driving down the road. https://play.google.com/store/apps/details?id=gov.nih.nlm.erg2012&hl=en
You still can. It's called an Emergency Response Guide, put out by the NIH. They even have an app. https://play.google.com/store/apps/details?id=gov.nih.nlm.erg2012
